Mr. Vineet Bhagat, accepts notice on behalf of the respondent and seeks time to file counter affidavit, placing on record documents showing that the respondent was in fact sent to the Harijan Nirbal Varg Awas Nigam Limited on deputation and, therefore, he was retaining his lien in the parent department, i.e., Public works Department ..2/-

during the entire period of service with the said Nigam. Let the needful be done within four weeks. Rejoinder affidavit, if necessary, may be filed within two weeks thereafter. The petitioners are permitted to file a better affidavit explaining delay of 166 days in filing the special leave petition.

In the meantime, proceedings in contempt petition shall remain stayed.
