"Issue notice, returnable after four weeks.

Dasti process, in addition, is permitted.

Liberty is granted to the learned counsel for the petitioners to serve the State of Himachal Pradesh through the standing counsel nominated by the State of Himachal Pradesh for this Court."

It is submitted that as directed above show cause notice returnable for 09.09.2016 to all the 23 respondents was issued on 11.08.2016. Mr.Varinder Kumar Sharma, Advocate has on 8.9.2016 filed vakalatnama on behalf of Respondent Nos. 1 to 4 but has not filed Counter Affidavit. Mr. Rajeev Kumar Bansal, Advocate has on 07.09.2016 filed vakalatnama on behalf of Respondent Nos. 5, 7, 8, 12 to 14, 21 and 23 but has not filed counter-affidavit so far. As per postal tracking report notice has been delivered to Respondent Nos. 11, 15, 19, 20 but no one has entered appearance so far while the tracking report shows as 'not available' in respect of Respondent Nos. 6, 9, 10, 16, 17, 18 and 22 .

Service is not complete on Respondent Nos. 6, 9, 10, 16, 17, 18 and 22.

The matter above-mentioned is listed before the Hon'ble Court with this Office Report.
