"Issue notice on application for condonation of delay as also on special leave petition returnable in two weeks. Dasti, in addition, is permitted."

Accordingly show cause notice by registered A.D. post as well as dasti was issued to the all the 7 respondents. Counsel for the petitioner has not filed proof of dasti service so far. Service of show cause notice is awaited in all the 7 respondents.

Service of show cause notice is not complete on all the 7 respondents by way of usual as well as dasti.
