It is further submitted that there are 21 respondents and respondent nos. 1, 3, 4, 6 to 13, 16 to 18 and 20 are represented through their respective Counsels. Respondent nos. 2, 14, 15, 19 and 21 are served at SLP stage through A.D. card but no one has filed vakalatnama/appearance so far. Notice for Alternative Arrangement was issued to respondent no. 5 by speed post and India Post delivery report shows that notice for making fresh alternative arrangement was delivered to respondent no. 5 on 26th November, 2014, but no one has entered appearance on his behalf.
