Two weeks time, as last opportunity is granted for taking fresh steps for service of respondent nos. 1, 3, 6, 7, 9 and 15.

Notice be issued thereafter. Dasti in addition is also allowed.

None appears for respondent nos.2, 10, 11 and 13 despite due service.

Four weeks time, as last opportunity is granted to respondent 5 and 4 for filing counter affidavit.
