It would not be out of place to mention here that since 3.5.2012, the matter has been getting adjourned for filing of the vakaltnama and counter affidavit by the learned counsel for respondent No.1-State of Haryana. Today again, request has been made for grant of time for filing the counter affidavit as well as vakalatnama. One week's time is granted as a final chance, failing which further necessary orders, as per rules, shall be passed.

Perusal of the above order clearly indicates that the ld. Counsel appearing on behalf of respondent No.1-State of Haryana was granted one weeks' time as final chance for taking necessary steps viz, of filing vakalatnama and counter affidavit on record. Unfortunately, in both matters today again the same request is moved . I am emphasizing that for this very stage, the matter has been getting adjourned right from 3.5.2012. I do not think that any more indulgence can be given to respondent No.1-State of Haryana as the same request has been made today by the ld. Counsel, Mr Manjit Singh appearing on behalf of Mr Kamal Mohan Gupta, Advocate-onrecord for respondent No.1.

Respondent No.2 is already served through the concerned District Court and none appeared nor any steps taken on his behalf.

No further steps required to be taken in the matter. It be processed for listing before the Hon'ble Court as per rules.
