It would not be out of place to mention here that since 3.5.2012, the matter has been getting adjourned for filing of the vakalatnama and counter affidavit by the learned Advocate, Mr. Manjit Singh, appearing on behalf of Mr.Kamal Mohan Gupta, Advocate-on-Record for counsel for respondent No.1 - State of Haryana. Today again, request has been made for grant of time for filing the counter affidavit as well as vakalatnama. One week's time is granted, as a final chance,

failing which further necessary orders, as per rules, shall be passed. Respondent No.2 is reported to be duly and properly served through the concerned District Court but none appeared nor any steps have been taken on his behalf. SLP(C) No.25527/2011
