OFFICE REPORT
The Contempt Petition above-mentioned was disposed of by this Hon'ble Court on 13th January, 2014. (Copy of the signed order dated 13th January, 2014 is enclosed herewith.)
The applications for revival of the Contempt Petition Nos. 3 & 6 in the Contempt Petition above-mentioned alongwith other applications were listed before the Court on 1 st December of 2015, when the Hon'ble Court was pleased to pass the following order:
"In compliance of the order passed by this Court on 07.07.2014, such of the officers who were summoned, are present in Court in person today.
Contempt Petition (C) No.382 of 2013 came to be filed before this Court alleging, that the judgment rendered by this Court in P.V.Radha Krishna and others vs. State of Andhra Pradesh and others, (2010) 1 SCC 11, had not been implemented. Having entertained the above petition and having issued notice, this Court, in the first instance, passed an order dated 13.01.2014 and thereafter, a further order dated 07.07.2014.
Both the above orders were passed so as to enable the concerned officers to treat the Hyderabad City Police Cadre and the Hyderabad Zone – VI cadre as separate cadres. And thereupon, to determine the seniority of officers posted in the aforesaid two cadres independently. The object for holding review Departmental Promotion Committee meetings, was aimed at granting promotions in consonance with the revised seniority list.
Learned counsel for the rival parties are agreed, that the judgment rendered by this Court in P.V.Radha Krishna and others (as well as in the connected matters) has since been implemented and the orders passed by this Court on 13.01.2014 and 07.07.2014 have been complied with, even though slightly belatedly. In the above view of the matter, we are satisfied that there is no justification for continuing contempt proceedings or to revive Contempt Petition (C) No.382 of 2013.
Despite the above, it is apparent that some of the parties to the proceedings, may not be satisfied with the revised seniority list determined for the two cadres (referred to above) and may also wish to agitate on the issue of promotion based on the revised Departmental Promotion Committee, conducted by the authorities. All such members of the above two cadres, shall have the right to agitate their grievances, if any, by initiating proceedings, as may be open to them, in accordance with law. Such of the members of the above two cadres, who have initiated proceedings, as are referred to hereinabove, and if such proceedings have been delayed on account of the pendency of the present matter, shall inform the Courts/Tribunals concerned about the disposal of the present applications.
We hope and expect that the proceedings shall now stand revived, and will be disposed of at the earliest.
All the applications are disposed of in the above terms.
