The matter above mentioned was listed before the Hon'ble Court on 27.8.2010, when the Court was pleased to pass the following order:-

It is submitted that as directed above, show cause notice to all the 20 respondents was issued on 22.9.2010 by registered AD. AD cards duly signed in respect of respondent Nos. 1, 2, 4 to 6, 8 to 12 and 14 to 20 have been received but no one has entered appearance. Nothing has been received in respect of respondent Nos. 3, 7 and 13.
Fresh notice to respondent Nos. 3, 7 and 13 was issued on 28.2.2011 by registered AD vide Hon'ble Judge in Chambers Order dated 18.2.2011. AD cards duly signed have been received but no appearance so far.

It is submitted that as directed above, show cause notice to all the 22 respondents was issued on 28.12.2010 by registered AD. AD cards duly signed in respect of respondent Nos. 1 to 17, 19, 21 and 22 have been received but no one has entered appearance so far.
It is further submitted that the name of respondent No. 20 has been deleted from the array of parties vide Hon'ble Judge in Chambers Order dated 15.4.2013 and the amended cause title is being circulated herewith.
It is also submitted that the respondent No. 18 being the Secretary to the Govt. of Arunachal Pradesh, there is no need of serving upon it since respondent No. 17 – The State of Arunachal Pradesh being represented by the its Chief Secretary has been served in main SLP(C) No. 24681/2010.
