UPON hearing the counsel the Court made the following O R D E R Delay condoned.

Having heard Shri V.K. Shukla, learned Senior Advocate appearing on behalf of the petitioners and in the facts and circumstances of the case, we see no reason to interfere with the impugned judgment and order passed by the High Court. However, question of law, namely, whether on quashing and setting aside the departmental proceedings on the ground that they were in violation of principle of natural justice, an opportunity to continue with the departmental proceedings from the stage it was found to be vitiated, is kept open.
