The same counsel has already taken notice for respondent nos. 1 and 2 in SLP(C) Nos. 25696 and 25697 of 2012. In both the above cases the respective petitioners are directed to serve notice of the unserved Union of India through Ms. Anil Katiyar who has already taken notice for Union of India in the remaining cases.

All the served respondents are granted four weeks time for filing counter affidavit.
