The Writ Petition alongwith applications above-mentioned was listed before the Hon'ble Court on 14.09.2015, when the Court was pleased to pass the following order:

"Let the matter be listed on 22nd September, 2015. Let a copy of the petition be served on the office of the learned Attorney General. We request the learned Attorney General to assist the Court on behalf of the Union of India on that day.

Learned counsel for the State of Tamil Nadu is at liberty to file an affidavit that shall contain entire Presidential Order."

It is submitted in pursuant to the aforesaid order, counsel for the petitioner has filed proof of service after serving copy of the Writ Petition to Attorney General for India.

It is further submitted that Mr. S. Udaya Kumar Sagar, Advocate has on 16.09.2015 filed counter affidavit on behalf of Respondent No.5 viz. State of Telangana. (Copy of the same is being circulated herewith.) However, the State of Tamil Nadu has not filed requisite affidavit so far.

Service of notice is complete.

The Writ Petition alongwith applications above-mentioned is listed before the Hon'ble Court with this Office Report.
