UPON hearing the counsel the Court made the following O R D E R
The whole dispute in this case pertains to the implementation of the Judgment dated 18.02.2015 passed by this Court in Civil Appeal Nos. 5099/2006, 5100/2006 and 5101/2006, reported in (2015) 8 SCC 410.
In view of the large number of interveners and applicants, a suggestion was made that instead of this Court spending time on each application, the service of a former Judge of this Court can be sought. We are informed that Hon'ble Sh. Justice C. K. Thakker, former Judge of this Court, has graciously agreed to render the necessary assistance.
We request Hon'ble Sh. Justice C. K. Thakker to submit a report to this Court within a period of three months. We direct the Chief Secretaries of the State of Andhra Pradesh and the State of Telangana and also the Andhra Pradesh Public Service Commission to render necessary assistance to the Hon'ble Judge with regard to the venue and other aspects.
The expenses will be met equally by both the States. Until the report is given, we direct both the States to maintain status quo as on today.
Towards remuneration for the Hon'ble Judge, we direct both the

States to pay an amount of Rs. 10,00,000/- (Rupees Ten Lakhs) each to the Hon'ble Judge, for the time being. The Chief Secretaries for the States will make available the records pertaining to the case to the Hon'ble Judge.
All employees/candidates concerned may appear before the Hon'ble Judge as and when required so as to enable the Hon'ble Judge to submit a comprehensive report to this Court.
