UPON hearing the counsel the Court made the following O R D E R
- 1 The Chief Secretary, Government of Manipur has filed an affidavit dated 5 September 2023 specifically dealing with two issues which were flagged in the earlier order of this Court dated 1 September 2023, namely:
- (i) Availability of ration and essential commodities, including in Moreh; and
- (ii) The alleged outbreak of measles and chickenpox.
- 2 The Chief Secretary has furnished details of the availability of essential supplies of foods and medicines and the steps which have been taken for the distribution in nine camps which are operational as on date.
- 3 If any further grievance subsists in regard to specific instances pertaining to the availability of food or essential supplies, including medicines, this should be brought to the attention of the District Administration immediately. Any such grievance should be attended to without any delay. This would not preclude any
of the petitioners or intervenors from bringing any specific grievance in that regard to the attention of the Committee appointed by this Court. We clarify that this is a general direction.

4 During the course of the hearing, the attention of the Court has been drawn to paragraph 29(c) of the order of this Court dated 7 August 2023 regarding laying down a road map for the recovery of arms from all sources.

5 All the counsel appearing in these proceedings have fairly stated before the Court that it would be appropriate if a status report is placed before this Court for its perusal by the State of Manipur which the Solicitor General has agreed to do it.

6 Having regard to the sensitivity of the issue, it has been agreed that presently the status report shall be made available for the perusal of this Court.

7 The reference in the affidavit of the Chief Secretary to the counsel appearing before this Court shall not be construed as any comment on the conduct of the counsel. This Court reiterates the well-settled principle that counsel appearing before the Court are officers of the Court and are responsible only to the Court for their conduct.

8 On the aspect regarding the appointment of experts which is proposed by the Committee chaired by Justice Gita Mittal, we request the Home Secretary to the Union of India and a competent officer of the Government of Manipur to interact directly with the Chairperson of the Committee. The Chairperson of the Committee may convene a meeting with the other two members either physically or online to finalize the names of experts in consultation with the Union Home Secretary who will carry out the remit of the Committee on the ground, which shall be done expeditiously on or before 12 September 2023.

9 The State of Manipur shall file a further report on the steps which have been taken for upgrading the Victims' Compensation Scheme of the State in terms of the previous orders of this Court.
