Respondent No.13 is reported to be dead. Learned counsel for the petitioners shall within a period of four weeks file an application for substitution to bring on record his Lrs.

As per postal tracking report, notices issued to respondent Nos. 1 and 12 have been received back with postal remarks "Insufficient Address and left" respectively. Hence, learned counsel for petitioners shall within a period of four weeks' file the fresh particulars of the said respondents and he shall also take requisite steps for the service of notice upon them.
