It is submitted that in pursuance of aforesaid order Counsel for the petitioner was required to file spare copies of SLP on or before 14.10.2016 but she has on 31.03.2017 filed the same (barred by time by 168 days) without filing an application for condonation of delay in filing spare copies, hence show cause notice to all 4 respondents could not be issued. However, Mr. Sidhartha Chowdhury, Advocate has on 22.10.2016 filed vakalatnama/appearance on behalf of respondent No. 1.

It is further submitted that counsel appearing for respondent No. 1 has on 04.03.2017 filed an application for directions(registered as I.A. No. 4) and the same has been included in SLP paper books.

Service is not complete on respondent Nos. 2 to 4.
