• 1 The issue which the petitioner seeks to raise under Article 32 of the Constitution pertains to the domain of academic policy. The eligibility requirements for enrollment to the Ph.D. programme have to be determined by the competent academic authorities and this Court would not be justified in interfering with their domain expertise.
