Issue notice.

Let notice be issued to the other respondents in all the Special Leave Petitions.
Let counter affidavit be filed within a period of four weeks.
Rejoinder affidavit, if any, shall be filed within a period of two weeks thereafter.

In the meantime, there shall be a stay on the operation of the impugned order.
