Respondent nos. 1 to 6, 9,12 to 17, 20 to 31, 33 to 40, 42 to 49, 51 to 59 and 61 to 65 have filed counter affidavit.

Ld. counsel for the respondents pointed out that the petitioner is delaying the matter and petitioner should take steps to serve respondent nos. 10,11 and 50 through dasti service.

Ld. Counsel for the petitioner to take fresh steps alongwith fresh particulars of respondent no.11 to effect service on respondent nos.10,11 and 50 within two weeks time. Ld. counsel for the petitioner has requested for dasti service. Dasti in addition is allowed.

Represented respondents are granted four weeks time for filing counter affidavit.

Service is complete on the remaining respondents but none has entered appearance.

At this stage, ld. counsel for the served respondents vehemently argued that this matter is required to be placed before the Hon'ble Court immediately since notice was issued returnable in two weeks. Pursuant to Office Order F.No.11/Judl./2019 dated 12.4.2019, even if the notice has been issued returnable within a fixed time, matter cannot be ordered to be listed before the Hon'ble Court until and unless pleadings are complete and respondents are served. Thus, submission made by the ld. counsel for the respondents cannot be accepted.
