"Heard learned counsel for the parties.

In our opinion, National Disaster Management Authority (NDMA),should be impleaded as a party in these proceedings. We, therefore, direct National Disaster Managment Authority, NDMA Bhavan, A-1, Safdarjung Enclave, New Delhi to be impleaded as respondent No. 17. Let cause title be amended accordingly. Issue notice to the newly added respondent, returnable within four weeks."

It is submitted that accordingly cause title was amended. Mr. B.K. Prasad,advocate has entered appearance on behalf of respondent no. 17 and has also filed counter affidavit.Mr. Devesh Kumar, Mr. D.S. Mahra and Mr. Ravindra Kumar,advocate have entered appearance on behalf of respondent no. 10, 7 and9 respectively but have not filed counter affidavit in the matter so far.

It si further submitted that respondent no. 15 is appearing in person and has already filed reply affdavit.Certificate of service in respect of respondent Nos. 1,5 and 10 has been received from Tribunal. Certificate of service in respect of respondent no. 2 to 4, 6, 8 ,11 to 14,16 and Original record are still awaited from the Tribunal. Hence Service is incomplete in respect of respondent no. 2 to 4, 6, 8 ,11 to 14 and 16.

The matter above-mentioned is listed before the Ld. Registrar Court with this office report.
