UPON hearing the counsel the Court made the following O R D E R

All the Ld. Counsels appearing for the respective States are at liberty to file counter affidavit, if any, within four weeks, after receiving of the complete set of the pleadings from the petitioner-in-person and thereby petitioner-in-person is requested to serve the complete set of the pleadings upon all the Ld. Counsels appearing for the respondents – States.

Liberty is also granted to the Ld. Counsel for the State of Haryana, West Bengal and Kerala to file vakaltnama within two weeks. Four weeks' time is granted for filing counter affidavit.

Petitioner-in-person is requested to take fresh steps for effecting service on respondent Nos.1, 2, 8, 14, 16, 17, 21, 24, 28, 30, 33 and 34 through standing counsel of the States.
