"Petitioners in SL.P.(C)../2014(CC No.11710) are permitted to file the special leave petition.

Issue notice on the special leave petitions as also on the prayer for interim relief, returnable on 12.09.2014. In addition, the petitioners are granted liberty to serve the respondents through the Heads/Principals of the Institutions, where the respondents are posted.

The direction contained in paragraph 123 of the impugned order shall remain stayed, till further orders.

List on 12.09.2014."

It is submitted that as directed above, show cause notice to all the 192 respondents was issued on 08.09.2014/29.08.2014 by regd. A.D. and dasti. Mr. Vishal Arun, Advocate has filed vakalatnama/appearance on behalf of respondent Nos. 7, 9 to 11, 13, 21, 30, 34, 35, 37, 38, 40, 43, 45, 48, 51 to 54, 62, 63, 69, 71, 72, 75, 77 to 79, 84, 89, 94, 95, 97, 99, 100, 102 to 104, 114, 116, 120, 122, 125, 131, 132, 137, 139, 142, 143, 146, 152 to 153 but he has not filed counter affidavit so far. A.D. cards duly signed has been received from respondent Nos. 22, 27, 33, 41, 46, 49, 55, 66, 87, 88, 109, 113, 129, 133, 135, 147, 148, 150 but no one has entered appearacne on their behalf so far. Counsel for the petitioner has filed affidavit with proof of dasti service in respect of respondent Nos. 155 to 192 but no one has entered appearance on their behalf so far. Neither A.D. card nor unserved cover has been received from respondent Nos. 1 to 6, 8, 12, 14 to 20, 23 to 26, 28-29, 31, 32, 36, 39, 42, 44, 47, 50, 56 to 61, 64, 65, 67, 68, 70, 73, 74, 76, 80 to 83, 85, 86, 90 to 93, 96, 98, 101, 105 to

108, 110 to 112, 115, 117 to 119, 121, 123, 124, 126 to 128, 130, 134, 136, 138, 140, 141, 144, 145, 149, 151 and 154 so far. counsel for the petitioners has not filed affidavit with proof of dasti service in respect of unserved respondent Nos. 1 to 6, 8, 12, 14 to 20, 23 to 26, 28-29, 31, 32, 36, 39, 42, 44, 47, 50, 56 to 61, 64, 65, 67, 68, 70, 73, 74, 76, 80 to 83, 85, 86, 90 to 93, 96, 98, 101, 105 to 108, 110 to 112, 115, 117 to 119, 121, 123, 124, 126 to 128, 130, 134, 136, 138, 140, 141, 144, 145, 149, 151 and 154 so far.

For non-filing of counter affidavit on behalf of represented respondents and for non-completion of service on the unserved respondents the matter alongwith connected matters was listed before the Court of Ld. Registrar on various dates and lastly listed on 27.07.2015 when the Court was pleased to pass inter-alia the following order:-

"...Despite two opportunities granted earlier, learned counsel for the petitioner failed to take fresh steps for effecting service upon unserved respondents.

List the matter before Hon'ble Judge-in-chamber. Await orders. List thereafter."

It is submitted that counsel for the petitioners has not taken any steps for service and he has also not filed affidavit with proof of dasti service on unserved respondent Nos. 1 to 6, 8, 12, 14 to 20, 23 to 26, 28-29, 31, 32, 36, 39, 42, 44, 47, 50, 56 to 61, 64, 65, 67, 68, 70, 73, 74, 76, 80 to 83, 85, 86, 90 to 93, 96, 98, 101, 105 to 108, 110 to 112, 115, 117 to 119, 121, 123, 124, 126 to 128, 130, 134, 136, 138, 140, 141, 144, 145, 149, 151 and 154 so far.

The matter above-mentioned is listed before the Hon'ble Court with this Office Report for directions.
