I.A. No. 15 of 2015 (Appln. for intervention) filed on behalf of National Human rights Commission is allowed and the applicant permitted to intervene. NHRC may, if so advised, file a compilation of documents and recommendations.

In the meantime, Union of India may file its counter affidavit, if not already filed.
