UPON hearing counsel the Court made the following O R D E R By order dated 9.7.2010 and several other earlier orders, we had indicated that the Central Government should coordinate with the State Governments so that there is real compliance with the provisions of the Juvenile Justice Act, 2000 rather than paper compliance. 4
Unfortunately, till now, the Central Government has not chosen to take any such action to co-ordinate with the State Governments and the position remains the same as in 2005 when this writ petition was filed.

In the circumstances, we finally adjourn the matter by four weeks to enable the Central Government to place the upto date status report in regard to the States which have complied with the requirements of the Act and the States which have not complied with the requirements of the Act. Though, Juvenile Justice Act has various requirements, the constitution of Juvenile Justice Boards and Child Welfare Committees is the primary requirement. Therefore, the status report should indicate clearly the compliance in regard to the various requirements under the Act.
Mr. Colin Gonsalves, learned counsel for the petitioner is directed to prepare a chart of the various requirements under the Act and the compliance in regard to them.
List on 11.11.2010. On that day, to begin with, we will take up the cases of States of West Bengal, Delhi, Maharashtra and Tamil Nadu. The concerned senior officers of the four States shall remain present on 11th November, 2010 to assist the Court.
