22.07.2016, when the Court was pleased to pass the following order:

"Delay condoned.

Exemption from filing O.T. is allowed.

Mr. P.N. Misra, learned senior counsel appearing on behalf of the petitionerState of U.P. submits that the High Court has wrongly placed reliance on the case of Sh. P.N. Rai, Executive Engineer and has wrongly observed that the orders setting him free of all punishment have attained finality. It has been submitted that in that matter the Writ Petition bearing No. 171(SB)/2011 is still pending before the High Court of judicature at Allahabad, Lucknow Bench, Lucknow. In view of the aforesaid submission, let notice be issued to the sole respondent returnable in four weeks. Till the next date of hearing operation of the impugned order of the High Court shall remain stayed."

Accordingly, show cause notice was issued to the Sole Respondent on 16.08.2016 through newly introduced Bar Coding System, but the unserved cover has been received back with postal remarks "Left, Returned to Sender".

It is submitted for the information of the Hon'ble Court that Mr. Kashi Ram, Sole Respondent has attended the Registry personally and received the notice on 01.09.2016 and also given his present address but he has not filed memo of appearance so far.

Service of show cause notice is complete.
