UPON hearing the counsel the Court made the following O R D E R
1 The petitioners seek the extension of the guidelines issued by the Department of Personnel and Training dated 30 September 2009 and the IRS Transfer Policy 2010, besides seeking a direction to the respondents to devise new policies for inter-region transfers of Group 'C' and Group 'B' employees at par with Group 'A' employees. Certain other reliefs have been sought in the petition which has been filed under Article 32 of the Constitution.
2 The petitioners have an efficacious alternative remedy of moving the Central Administrative Tribunal for pursuing their grievances. In that view of the matter, we are not inclined to entertain the petition under Article 32 on an issue pertaining to the conditions of service.
- 3 The petition is accordingly dismissed, granting a liberty to the petitioners to pursue their remedies available in law before the Central Administrative Tribunal.
- 4 Pending application, if any, stands disposed of.
