However, the ld. Counsel, Mr B.K.Satija has appeared for respondent no.1-State. Vakalatnama and counter affidavit be filed within the respective stipulated time.

For respondent nos. 2 and 3, opportunity to file counter affidavit has already been declined.

Among five respondents herein, service upon respondent nos. 3 and 5 is complete but none has entered appearance.
