The parties are directed to take fresh steps to complete service of notice on the unserved respondents, if any. In case any respondent has remained unserved, the matter(s) will be dismissed as against those respondents.

Dasti service, in addition, is permitted.

Counter affidavit, if any, be filed on or before 30.03.2017.

Rejoinder affidavit, if any, be filed on or before 13.04.2017.

We also direct that a competent officer from the NCT of Delhi and DDA be present before this Court on the next date of hearing with relevant records.
