The matters abovementioned were listed before the Hon'ble Court on 5 th September, 2016 when the Hon'ble Court was pleased to pass the following Orders:

"Issue notice on the special leave petitions as well as on the prayer for interim relief returnable in two weeks. Dasti, in addition."

Accordingly, Show Cause Notice was issued to all the ten Respondents on 12th September 2016 through Speed Post with a copy to Mr. B.K. Prasad, Advocate (Standing Counsel for Union of India). Show Cause Notice has been served on 14th September 2016 and 15th September 2016 on Respondent Nos.1, 2, 3, 8 and 10 as per report of Postal Authorities, but no one has filed Vakalatnama/ Appearance on their behalf. Service of notice in respect of Respondent Nos.4 to 7 and 9 is awaited.

It is submitted that Dasti Notices were also given to the Counsel for the Petitioners to effect service of notice on all the Respondents, but she has not filed Affidavit of Service with proof of Service.

The matters abovementioned are listed before the Hon'ble Court with this Office Report
