UPON hearing the counsel the Court made the following O R D E R

In all these matters, service on the respective respondents as depicted in the office report is not complete. Steps in that regard are required to be taken.

It is noted that in one of the tagged petitions, namely, SLP (C) Nos. 15999-16001 of 2021, I.A. No. 150848/2022 is filed seeking leave of this Court to take out notice to the respondents through paper publication. Though no separate applications have been filed in the tagged matters, since notice on some of the respondents as indicated in the office report is not complete and respondents are common in the petitions and also since the subject matter under consideration is the same and the respondents are more or less common, I deem it appropriate to allow the application and thereby permit the petitioners in SLP (C) Nos. 15999-16001 of 2021 as also the tagged petitions bearing SLP (C) No.13009/2021 and SLP (C) Nos. 13072-13073/2021 to take out notice to the unserved respondents by way of paper publication by having it published in one Edition of the "Indian Express" in English language and the other in "Kannada Prabha" in Kannada language.

The publication shall be made separately by the petitioners in the respective petitions depicting the rank of the unserved respondents in such of those petitions within eight weeks from this date. The petitioners on taking out the publication shall file the same in the Registry. Thereupon, the Registry shall take note of the appearances, if any, for the respondents and make appropriate endorsements thereto before listing the matter.

I.A. No. 132077/2021-application for exemption from filing spare copies for unserved respondents and I.A. No. 150848/2021 application for substituted service in SLP (C) Nos. 15999-16001 of 2021 are allowed for the present. However, if any of the respondents appear subsequently, the petitioners shall take steps to serve copy on them.

Learned counsel for the petitioner(s) is required to take appropriate steps in respect of deceased respondents in the meantime.
