UPON hearing the counsel the Court made the following O R D E R

Applications seeking substitution and condonation of delay stand rejected, particularly for the reason that the respondent had expired during the pendency of appeal before the High Court and no such substitution was prayed for before the High Court. In fact, want of necessary steps for substitution for nearly seven years had been one of the major reasons

for which the High Court declined to entertain the appeal.

Consequently, this petition seeking special leave to appeal is dismissed.

All pending applications stand disposed of.
