In the attending facts and circumstances, we are not inclined to interfere with the impugned order passed by the High Court for the State of Telangana at Hyderabad in W.P.No.11799 of 2019.

However, the question of law is kept open.

It is clarified that the dismissal of this petition as well as the impugned order shall not be treated as a binding precedent.

The special leave petition is dismissed.
