The Writ Petition above-mentioned was listed before the Hon'ble Court on 18.11.2015 with Office Report dated 17.11.2015, when the Court was pleased to pass the following order:
"Vakalatnama on behalf of respondent Nos. 24, 28 and 38 has been filed. Counter affidavit be filed within four weeks.
Vakalatnama as well as counter affidavit on behalf of respondent Nos. 7, 13, 27 and 34 have already been filed.
Vakalatnama and counter affidavit on behalf of respondent No. 16 – State of Haryana and of respondent No. 23 – State of Maharashtra is still awaited. Be filed within four weeks.
For the remaining unserved respondents, petitioner still to take fresh steps to effect service.
List again on 5.2.2016."
Pursuant to above Order, it is submitted that Dr. J.P. Dhanda, Advocate for the Petitioner has not taken fresh steps to effect service to the unserved Respondent Nos. 2, 3, 8-12, 15, 16, 18, 19, 22, 23, 25, 26, 32, 33, 35, 36 and 39.
It is further submitted that neither Vakalatnama nor Counter Affidavit has been filed on behalf of Respondent Nos. 23 and no Counter Affidavit has been filed on behalf of Respondent Nos. 24, 28 & 38, so far.
It is further submitted that Mr. Sanjay Kumar Visen, Advocate has on 01.02.2016 filed Counter Affidavit on behalf of State of Haryana (Respondent No. 16), but same is defective as SLP is mentioned in the first paragraph of the Affidavit instead of Writ Petition and no Vakalatnama/appearance has been filed, so far.
It is next submitted that the following Vakalatnama/appearances have been filed on behalf of the Respondents:

It is further submitted that Mr. V.N. Raghuphathy, Advocate has on 27.01.2016 filed Memo of appearance and Statement of Objection on behalf of State of Karnataka (R. No. 20). The Advocate has been requested to file Vakalatnama vide this Registry's letter dated 02.02.2016. The said documents stand included in the Paper Books.
It is lastly submitted that service of notice is still incomplete in respect of Respondent Nos. 2, 3, 8-12, 15, 16, 18, 19, 22, 23, 25, 26, 32, 33, 35, 36 and 39.
The Writ Petition alongwith application above-mentioned is listed before the Registrar's Court with this Office Report for Orders.
