Having perused the impugned order, we find $no$ justification whatsoever to interfere with the impugned order.

The special leave petition is accordingly dismissed.

However, we consider it just and appropriate to record, that it shall be open to the petitioner to raise all defences, as are open to him, including the defence of limitation with regard to Annamendment allowed by the courts below.
