In the above background,it could not have been possible for the Appellate Tribunal for Electricity, to bar the claim of the appellant for reasons of "delay and laches". Delay condoned. Issue notice."

It is submitted that Notice was issued to all the three respondents on 09.09.2014 through registered A.D. Mr. Vikas Singh Jangra,advocate has entered appearance on behalf of respondent no. 1 and 3 but has not filed counter affidavit so far. Duly signed A.D. card has been received from respondent no. 2 but no one has entered appearance on behalf of them. Service is complete on all the respondents.
