The affidavit shall also indicate whether there was any failure on the part of the State in registering the cases and in investigating the cases or whether public prosecutor has not been appointed by the State or the State has failed to take any appropriate action which ought to have been taken by the State under the law. These cases may be classified into various groups so that this Court can issue further appropriate directions.
