Dr. Monika Gusain, learned Advocate-on-Record, has appeared for the respondent Nos. 3 & 4 in SLP(Civil) No. 23092-23093/2010 and for respondent No. 3 in SLP(Civil) No. 21923/2010. She undertakes to take instructions on behalf of respondent No. 3 in SLP(Civil) No. 21924/2010 as well. As far as State of Haryana is concerned, Mr. Manjit Singh, learned AAG for the State, submits that he will take instructions in all the matters where the State is involved.
