On 12th July, 2010, we had asked

learned counsel for the petitioners to prepare a chart giving details of the applications made for condonation of delay in the connected matters and as to whether any application for substitution had been made. A chart has since been filed, from which it appears that all the connected Special Leave Petitions have been filed out of time. Despite service of notice, the State of Haryana has chosen not to appear to contest the matters. The delay in filing the Special Leave Petitions is, accordingly, condoned. However, in SLP(C)No.8129 of 2007, an application has also been made for substitution of the Lrs.of the deceased petitioner No.1, Shanti Devi, through her legal heirs. There is a delay of 1702 days in making the application.

However, since the said matter is also part of the group of matters being considered together for the purpose of enhancement of compensation, the delay making the application for substitution is condoned and the same is allowed.

Let the heirs of the Shanti Devi, Gurcharan Singh and Charanjeet Kaur, be substituted and 4 brought on record in place of Shanti Devi, deceased.

Apart from the above, an application has also been made in SLP(C)No.6175 of 2007, for deletion of the names of some of the respondents, who have been brought on record as proforma respondents. The same is allowed. Let the names indicated in the said application be deleted from the array of parties in the Special Leave Petition.

Let all these matters be listed for final disposal along with SLP(C)No.12661 OF 2006 (State of Haryana Vs. Mohinder Singh).
