The Writ Petition above-mentioned was listed before the Hon'ble Court on 02.07.2015, when the Court was pleased to pass the following order:
"Issue notice returnable in four weeks."
It is submitted that pursuant to the afore-said order, notice was issued to both the respondents. Ms. Sneha Kalita, Advocate has filed vakalatnama and counter affidavit on behalf of both the respondents. Counsel for the petitioner has filed rejoinder affidavit. (Copy of counter affidavit and rejoinder affidavit included in the paper books).
It is further submitted that matter was listed before the Court of Registar regarding completion of service on 13.10.2015, when the Court was pleased to pass the following Order:
"The office report indicates that the Ld. Counsel for the respondents has already filed the counter affidavit. Viewed thus, the matter shall be processed for listing before the Hon'ble Court under the rules."
It is further submitted that Mr. Rajiv Mehta, Advocate has on 22.04.2016 filed an application for directions and the same has been registered as I.A. No. 3. (copy of the same included in the paper books).
It is further submitted that the matter above-mentioned was listed before the Hon'ble Court on 07.10.2016 for pronouncement of judgment, when the Court was pleased to pass the following Order:
"Hon'ble Mr. Justice Shiva Kirti Singh and Hon'ble Mrs. Justice R. Banumathi pronounced the separate judgments of the Bench comprising of Hon'ble Mr. Justice Shiva Kirti Singh and Hon'ble Mrs. Justice R. Banumathi. Since there is a difference of opinion between us in view of the dessenting judgments pronounced by us, the matter may be placed before appropriate Bench for final adjudication after obtaining permission of Hon'ble the Chief Justice of India."

It is lastly submitted that the matter above-mentioned was mentioned before the Hon'ble Court on 02.12.2016, when the Court was pleased to pass the following Order:
