UPON hearing the counsel the Court made the following O R D E R It is submitted by Mr. Rawal, learned senior counsel being

assisted by Mr. Anand Verma, learned counsel for the petitioner that the Government of Rajasthan, Department of Higher Education has passed an order on 23.12.2015 taking a policy decision to grant 'No Objection Certificate' to 138 colleges for the academic session 2016-2017 and the petitioner-colleges/institutions come within those 138 institutions. It is further submitted by Mr. Rawal, learned senior counsel that the State Government by the said order has extended the benefit to the new colleges and, therefore, the colleges which have already commenced the course cannot be allowed to be in the lurch.

Mr. Narsimha, learned Additional Solicitor General appearing for the State of Rajasthan shall obtain instructions in this regard.
