UPON hearing the counsel the Court made the following O R D E R

Respondent Nos. 1 to 10 have already filed the counter affidavit.
Fresh steps for the service of notice by usual mode to the respondent No.11 shall be taken by the Petitioner-in-person within a period of two weeks, as last chance.
The office report indicates that Mr. Rajinder Pal Singh, Petitioner-in-Person has filed an application for permission to appear and argue the matter In-Person as applicant/Intervener and application for operational stay of the order. The said application is defective. Petitioner-In-Person shall within a period of four weeks, as last chance rectify the defects whatever have been found in the said applications.
