"Mr. Ranjan Mukherjee, Ld. Counsel accepted notice before the Court on 12.2.2016 for Respondent Nos. 1 to 4 but till date he has not filed the vakalatnama and the counter affidavit.
Ms. K. Enatoli Sema, Ld. Advocate has appeared on behalf of the respondent Nos. 5 to 7 and Ms. Dharitry Phookan, Ld. Counsel has appeared on behalf of respondent No. 8. They seek and are given two weeks time to file the vakalatnama and four weeks time to file the counter affidavit. Await the return of the service of notice already issued to the respondent Nos. 9 to 19.
List again on 13.7.2016."
It is submitted that there are 19 respondents. Mr. Anjan Kumar, Advocate has not filed Vakalatnama/Appearance as well as counter affidavit on behalf of Respondent Nos. 1 to 4. Counsel appearing for respondent Nos. 5 to 7 has not filed counter affidavit so far. Ms. Dharitry Phookan, Advocate has not filed Vakalatnama/Appearance as well as Counter Affidavit on behalf of Respondent No. 8 so far. Neither AD cards nor unserved covers containing notice to Respondent Nos. 9-19 received so far.

The matter above mentioned was listed before Court of Ld. Registrar on 09.05.2016, when the Court was pleased to pass the following order:-
"Issue notice. Tag with SLP (C) No. 3656 of 2016.
We request the learned counsel for the State to submit a proposal as to what parts of the impugned order/directions, the State Government deems appropriate for implementation with a view to ensure that Fundamental Rights of the citizens particularly, the right to reside freely in any place of their choice is not adversely affected by the action of any statutory authority including Headmen. Until further orders, the persons occupying the post of Headmen may continue to function subject to the various instructions framed by the Autonomous District Council as per law under the Sixth Schedule to the Constitution of India.
The direction to pay penalty of Rs. 2,00,000/- (Rupees Two Lakhs) will remain stayed until further orders."
It is submitted that counsel for petitioner has not filed 8 sets of spare copies of SLP for issuance of notice hence notice could not be issued. However, Mr. Amit Kumar, Advocate has filed Vakalatnama/Appearance on behalf of Respondent No. 1.
