UPON hearing the counsel the Court made the following O R D E R

Applications for exemption from filing certified copy of the impugned judgment are allowed.

Issue notice on the applications for condonation of delay as well as on the Special Leave Petitions.

In the meanwhile, operation of the impugned orders shall remain stayed.

While we are staying the impugned orders, we make it clear that no recovery shall be initiated against those who have been already granted relief in terms of the impugned order of the Odisha Administrative Tribunal.
