UPON hearing the counsel the Court made the following ORDER

$1$ The grievance of the petitioners is that the financial bids are yet to be opened and still the High Court has observed that the petitioner before the High Court was the lowest bidder.

$2.$ We are not inclined to interfere with paragraph 48 of the impugned order passed by the High Court, the same is maintained.

$\mathbf{3}$ However, we clarify that paragraph 49 of the impugned order passed by the High Court to the effect that the petitioners would R entitled to open the financial bids of all the bidders including <sup>1802</sup>T at of respondent No.1 herein for item Nos.1, 2, 3 and 4 and after opening the financial bids proceed in accordance with law.
