Pursuant to the earlier orders, it appears that seven States or Union Territories, as the case may be, have filed affidavits indicating their stand. Other States and Union Territories, though

served, have not yet filed any affidavits. A representation is made on behalf of some of the States that they need some time to file affidavits.
In the circumstances, we deem it appropriate to grant three more weeks' time to States and Union Territories, who have not yet filed their affidavits, failing which they shall forfeit their right to participate in the debate.
Learned Attorney General requests for some time to analyse the stand of the various States and Union Territories and take appropriate further steps.
