Mence Verified Permission to file special leave petition is granted.

Application (IA No.258495/2023) for substitution is allowed

after condoning the delay and the abatement is set aside.

3. Cause title to be amended accordingly.

4. Issue notice on the application seeking condonation of delay as well as on the special leave petition.

5. Tag with SLP(C) No.22479/2023.

6. Meanwhile, the status quo passed in the above-mentioned special leave petition on 27.09.2023 is modified/clarified to the extent that the directions to maintain status quo shall not apply to the road excavated by HUDA/Local Authorities.
