UPON hearing the counsel the Court made the following O R D E R
Application for intervention is allowed.
Having gone through our two recent orders dated 16.07.2020 and 05.08.2020 and having gone through the Report dated 11.09.2020 of Mr. Siddharth Dave, learned Amicus Curiae and the Union of India affidavit dated 11.09.2020, we wish to know the exact position as to CCTV cameras in Police Stations as well as the constitution of Oversight Committees in accordance with our order dated 03.04.2018 in SLP (Crl.) 2302 of 2017. For this purpose, Ms. Madhavi Divan, learned ASG appearing for the Union of India tells us that she will attempt to get whatever figures are with her and place them on affidavit before the next date of hearing.
In addition, we call upon all the States and Union Territories in order to find out the exact position qua each Police Station. As a result, we implead all the States and Union Territories. The Registry is directed to issue notice to the Chief Secretary of each State and Union Territory to respond on the following points:
1. What exactly is the position with respect to CCTV cameras fitted in each and every Police Station in the State or Union Territory and
2. What is the position qua constitution of Oversight Committees in accordance with our order dated 03.04.2018.
We expect that this order will be communicated by the Registry through fax/e-mail today itself. We also expect the Chief Secretary of the States and Union Territories to take this matter seriously and in right earnest since it involves the fundamental

rights of the citizen under Article 21 of the Constitution of India. The data to be furnished to this Court positively before the next date of hearing i.e. Tuesday, the 24th November, 2020.
All affidavits that are filed in future in this proceeding as well as other documents are to be supplied by the Registry to the learned Amicus Curiae.
