Mr. Tushar Mehta, learned Solicitor General, appears for the petitioner – Municipal Corporation. On the same issue, the State of Odisha has been filing the petitions before this Court belatedly. The learned Solicitor General submits that he will find out as to the cause of the delay as he too has experienced that belated writ appeals are being filed before the High Court and the Special Leave Petitions before this Court by the State. He has assured that he will explain to this Court on the next date of listing as to the cause of delay, which is not just in one petition, but it has become a 'trend' as far as the State of Odisha is concerned.
