In view thereof, the Interlocutory Application no. 49058/2023 has been filed to bring on record the legal heirs of the deceased petitioner. The legal heirs are, Smt. Balwanti Devi, Sh. Achchhar Singh Kapoor and Sh. Khushvinder Singh Kapoor.

I.A. No. 146028/2023 has been filed for condoning the delay of 38 days in filing the application for substitution.
