In the order dated 17.09.2021 the submissions advanced on behalf of the State were recorded as under:

"Ms. Madhavi Divan, learned Additional Solicitor General appearing for the States submits that (i) the State shall file appropriate response in all the matters; (ii) the State shall also file an affidavit giving complete details as to the impact on the State exchequer in case all the arrears are required to be paid to the concerned employees; and , (iii) the State shall also indicate figures as to the amounts which have already been made over to certain employees by way

of arrears."

However, the appropriate response indicating the financial implications has not been placed on record. At the request of Ms. Madhavi Divan, learned ASG, we adjourn the matter for two weeks to enable the State to comply with the aforesaid directions.

We also direct the State to file compilation of all the relevant statutory provisions as well as the concerned decisions having bearing on the controversy involved in the matter.

Let the compilation be filed on or before 11.11.2021 with advance copy (in digital form) to all the learned counsel appearing in the matters.

List these matters for final disposal on 17.11.2021.
